As above 90% time should be on the prep & 10% on the actual weld.That needs to be ground down to good material. mig or arc would both be suitable, what's going to make the difference is if the job is done properly. What's cracked off there doesn't look like much of a weld more just a blob of mess.
The body was made with mig and it's plenty strong enough if done properly, get them to grind that snotter off first and get someone who can drive the mig and you will be sorted.Cheers for the reply’s I told him it wasn’t welding it was bird droppings

With that sort of thickness of metal you would need a lot of heat in there first before mig welding it I might invest in a arc and have a go at it myself
