Looks like a tar burner. Propane goes in and is lit. Just like a large cooker ring. Bucket of tar on top to melt.

that's not propane. its an old burner out of a portable water boiler and ran on town gas propane doest have the half turn gas tap
Your showing your age now, its a long time since I've seen a washing dolly and a tub in use also...It looks like the one from an old copper used on washday with the ponch, dolly and tub.
It may have a name, or casting date or stamp.
Have a wiz with a wire brush, it may show up.
