The general way would be to use something like a tube notcher, but for that diameter of pipe, that way would likely be fun. Just cut V shapes. End of the horizontal section V'd at both ends and then holes in the uprights made via whatever method you prefer. Chain drilling, cutting disc etc. It'll likely be the simplest method. You can easily cover any slight discrepancies in the mating when you weld it.
