Jigsaw? Nibbler? Plasma cutter? Punch? Rotary broach? Mill? These are all ways of making square holes. What size are the holes?

If it's a 14mm square hole then drill a 14mm round hole and knock the corners out with a square file. No point in drilling an 11mm hole
Rotary broaching always seams a strange name for the process to me as although the tool holder is rotated, the movement of the broach is just a oscillating or rocking motion.A rotary broach will make any hole shape that you can make a punch for. The action if the broach rocks it in a circular motion, very much like you would do if you wanted to enlarge a drill hole slightly in wood or plaster board for example. It's only cutting over a small area at any instant.
