yes particually round here, they seem to want to control everything, guess thats why its called biulding control
that link above says you can biuld up to 50% of your houses floor area if you abide by the other constraints ie 4m high apex and 2 m away from boundry, if the op wants it to be 30x24 he must have a house around 1500 sq feet area thats pretty big around 100 feet by 150 feet
but l dont think that is right from memory when l was looking into it l think you may extend/biuld up to 50% of your original floor area aslong as it dosent cover more than 50% of your garden or 25 square metres, which ever comes first,
so that would limit you to a workshop 5m x5m, or around the size of a standard double garage

I think as long as a building has escaped councils notice for a number of years then you are safe.
However they now simply use Google Earth to check areas not visible from the road so new structures will definatley be noticed if they ever bother looking.
