Could do with more photos, but break it down into sections that you can form individually then weld together.
As shrinker/stretcher is a handy tool for these types of repair panels btw
Personally I prefer to make the repair panel before cutting out the old one

This is a really fiddly repair to make accurately, your gonna struggle to shrink flanges if its your first time, also if you mig it together, you have to be very delicate, gas or tig is better.
Personally I would free form radius' over dolly's I've got or bandsaw some 5mm steel to the shapes I need, hard to explain really.
I don't look to bad to me tbh, a blast cabinet would clean it up well, then judge it.
