I'm wondering how many feet per hour a mig welding machine can do.
1.2 wire at 28 amps 12mm multi runs liquid cooling multi phase mild steel pre heating to around 200.

All you really need to know here is joint type and required weld size. Oh, and some common sense about travel speed vs number of runs.
I'd run 33-5/35V, I've not the vaguest notion of the amperages involved due to my head being in the welding screen when the display indicates the amps, but it's lots:
Time how long it takes you to weld a foot long section, and multiply it; be aware though mig plants are notoriously finicky, and need quite a lot of TLC to keep them playing (there's a lot to be said for old school stick welding) you will need to remove and blow the torch cable liner through each time you fit a new spool of wire, fit a new contact tube every spool of wire, make sure that the spool tensioner isn't too tight
Metal cored wires could improve productivity, if the extra cost is not prohibitive
