typically yes its an electromagnetic clutch, sanden or valeo are the two most common brands found.
with no gas/oil in the system the pump will likely be worn out if the clutch did seize on, which I think is not likely as the default no power applied is off.

get on the pug forums, there are many guys that can sort you out, specifically the 306 forums as they're more into tuning their diesels than the 307, but its the same basic DW10 lump and ecu system as the 306 and xsara.

I think its one of these engines that a Friend rebuilt sometime last year in a MF tractor, a complete engine rebuild kit which was everything but the crank, block rods and head casting from memory was circa £350 off ebay from a supplier in Shropshire IIRC.

I had a fairly similar issue with a pug o.e cat, condensation collects as there's a dip in the system right on the bend as it exits the cat, all I did was lay LOTS of mig weld :ashamed:
but it was strong and worked, and only cost me the consumables!
5 Ton ratchet straps, get a pair for less than £20, or a 10 ton for about £25 each, find your local truck spares place :D
