Because that's earth. You'll get 230V from a live conductor to your garage floor, that's why we have bonding, to give the electricity an easy path in the event of a fault. If there was no bonding and you got a shock the current would flow through you and through your garage floor on its way...

It'll blow the fuse in the plug before it will trip anything in your garage (assuming your garage is wired correctly). I think from what other people have said on here, you're not likely to have a problem with it. If it comes with a 13A plug fitted, then that's what it's supposed to use.
