I would say that the fact you hook up to the battery rules out earth strap problems, and to a greater extent live problems too.
Starter motor relay? Try swapping with a like relay, ie heated rear screen etc.
The thing that makes it strange is how it will start with the jump leads. Where do you attach the leads? Battery terminal for both or Pos on battery and neg on engine?
Is it a motor or a heater? Perfect example of the disconnect between Watts in, and work out has been demonstrated by the reigning in of vacuum cleaners. 2kw vacuum so cheaply made that 70% of the electrical power converts to heat. These cheapy grinders might be similar.
The way I read the manual put me in mind of an initial compression of those component's when new, almost like a setting of the spring, rather than them having to be pressed at each assembly.

They really don't need much pressure, its not like a vein popper. Just a nice easy action, the cutting discs are bloody hard. Too tight and its difficult to turn them around the pipe.
