When I first compress a spring for the front end of my VW golf, many years ago, we didn't know about them spring compressor things, we used a 6 foot crow bar to compress and blue nylon rope to tie it down....looking back now we must have been mad and lucky!
I had a topographical survey team do some work for me next to a certain defence research company....missles etc....we had to have a chat about alternate days working....surveyors wern't keen about being tracked by missles!!

Have a chat with your local building control, they will know of a self employed draughtsman who can knock out drawings to building regs. Loads cheaper than architects.

You might want to check what your max draw for private dwelling is, meter tails are normally 16 or 25mm so there will be no point going any higher than this.
You need to work out your actual peak load, not potential max if everything is running, is it just you working in the garage, so...
They state using this for gun restoration, black as apposed to gun metal blue? - not clear...
