I take it that you are bunding the tank? It might seem strange, but it would be safer doing a non invasive weld with the tank full of diesel - ie no oxygen, no combustion. They do hot tap (weld branches on) live high pressure gas mains within safety regs and procedures etc. W/A
Mines 1450 RPM. As the pulley ratio is usually about 3:1 on top/bottom speed 2800 wouldn't be very useful, 930 odd rpm is too fast for larger drill bits. W/A
Space. If you've got working space for a guilly and cut a lot of straight edges - by far the best bet. Plasma's are compact and portable but not a viable solution for sheet metal work. W/A

You'll probably find 16swg (1.5mm) 'hygenic' or 'dairy' tube and fittings easiest to get in 304 and 316 as it is very common in industry - no 11/4" made though. W/A
As above, but I use a hex stud coupler instead of a nut to weld on the washer - gives ample room for weld/socket (not tried ATF/BC combo yet though). W/A
My lad was using a 4kva genny to power our 180 Kemppi MIG. It soon fried the slip rings and brushes. Welders are very hard on genny's hence the general advise of twice the kva of the welder for a genny. W/A
It won't make any difference with a buzz box, but it's a lot easier to use the big clamp on the work piece and the electrode in the the 'small clamp'! W/A
If possible always weld away from the body, it prevents running out of arm movement and choking on your own fumes. Pull/push is dependant on the angle of the electrode not the direction of travel. W/A
