Around here the plugs factory fitted to 90% of single phase inverter welders are the 16 amp schuko and they connect to the wall socket in 2 possible positions. So you're never sure if the neutral of machine is connected to the neutral of the welder and the phase to the phase. And that's also our domestic kind of plug (that or a simpler unhearthed one)
To be fair I think that your 13 amp style plug makes a lot more sense with the third pin assuring that there is only one way to plug in.
Of course that we also have the blue 16 and 32 amp single phase plugs but they aren't used all that much, they're mostly seen in generators
