It's for measuring run out on a turned component. It's a consentricity gauge it's used with a dti mounted onto the other end and you spin on the bearings and watch the dti move through high and low pointsThe top pic is a v block the guys are correct, its really a inspection grade and no use for machine shop use. I'm not sure if the balls are designed to rotate or very simply give minimal point contact for rotation of part to check for concentricity effectively removing any means of high spots or foreign bodies giving false readings.
